Background

The Ministry of Public Service, Youth and Gender was created under the re-organization of the National Government in November 2015. The reorganization placed the then Directorate of Public Service Management, Directorate of Youth Affairs and the State Department for Gender Affairs under the Ministry. The Executive Order No. 1 of June 2018 (Revised) created three (3) State Departments in the Ministry namely: State Department for Public Service; State Department for Youth; and State Department for Gender.

MANDATE

The Ministry plays an important role of providing policy direction and management of the human resource function in the public service as well as promotion of gender equality, empowerment of women and youth. The mandate, functions and responsibilities of the Ministry are provided in the Executive Order No. 1 of June 2018 (Revised). The mandate broadly covers critical priority areas related to Public Service, Youth and Gender:

Strategic Objectives

i. Transform the public service for responsive, citizen centered and quality service delivery;

ii.To institutionalize appropriate career design and development strategies in the Public Service;

iii. To enhance business process re-engineering and development and its application in service delivery;

iv. Spearhead affirmative action for youth in all aspects of national development;

v. Institutionalize youth mainstreaming in Ministries’ Departments and Agencies as well as devolved government and private sector;

vi. Promote youth employment for national development;

vii. Promote gender equity and equality, formulation, review and management of Gender Policies and their Management;

viii. To promote development and implementation of Special Programmes for Women Empowerment and Gender Mainstreaming in Ministries/ Departments /Agencies;

ix.To coordinate negotiation, domestication and reporting on gender related international regional treaties and conventions;

x. To coordinate development and implementation of Policies and Programmes on Gender Based Violence.

Provide policy leadership for public service transformation, youth and women empowerment, and promotion of gender equity and equality.
